And here, do you mean that the text label should be shown all the time next to the icon?

Yes, at all times - before hover - more user friendly.

Makes decision making faster. A user doesn't have time to interpret the meaning of the icon. Unless you have very powerful icons which are Apple/Android/Microsoft standard, which you do not right now. Add the labels, better psychology association.
