On web version,you can use mm-dd and yy-mm-dd to set start time. ^14-1-3 need to be ^2014-01-14. You should not loos "0" before the number and the year need to be 4 numbers. Have a try.

I have no idea if this is a bug, feature request or just me being stupid and not getting how it's done.
I use the ^ symbol to quick add "start on" to my tasks when I type them in the bar above the tasks. However, when I try to add a task for next year (2014), it doesn't work. If I just type ^1-3 for example, it thinks I mean 3 January 2013. I also tried ^14-1-3 or ^1-3-14, but the system doesn't seem to recognise the format and puts them on today.
This is really annoying, especially this time of year, when a lot of thing I plan are for 2014. I lose a lot of time manually editing the time.
It would be great if there were an easy solution to quick add a start time in the next year.
