Use the plus button down on the left, between the arrow-ring and the person
it would be awesome if it is possible to create a goal in the web interface.

Hi,
To add a new goal, click on the '+' icon at the bottom of the left-side menu and select "New Goal". In the dialogue that pops up, you can add a new goal.

Hi,
I can create a goal no problem, in the web interface, but cannot put project and tasks to it. I've tried dragging and dropping without success. See attached screenshot:
Nothing happens. Is anyone else able to do this? I've tried on both i.e11 and chrome.
I can't use the windows app because of a proxy at work.
Thanks,
Daniel -

You need to to have a list of projects in your main pane. It does not matter if it is the long projects list or the short one that describes the contents of a goal. In other words, get the list of projects into the main pane either by clicking the PROJECTS section heading in the left menu or click a particular goal in the left menu where you have the project now.
Then drag the project from the main pane into the goal's placeholder in the left menu. Or right-click the project's line in the main pane and select Goal.
