For the last two weeks or so, I've noticed serious sync issues between my Windows and iPad clients and the website. iPhone is syncing fine...but the Windows and iPad versions are stuck with old actions and missing tons of new ones.
What's the best way to resolve that? Should I uninstall and reinstall? What could be causing it?

Could you please tell me which version do you use now? The latest windows version is 4.1.6. Please update to have a try. Note: Please backup your data on your windows version before you update if there are tasks which are not synced to web version.
