I mean each upgrade.
It's always the case with each upgrade, regardless of the version.
Basically the installer overwrites the user setting file, that's how the setting gets reverted with each upgrade. -

Not sure if it will help the dev, but here's my experience with InstallShield regarding software upgrades:
* when you pack the installation folder, make sure you exclude the setting file (do not contain any default config data as they will override the current user setting)
* this will also take care of uninstallation / reinstallation (as it's probably the case right now with upgrade installation), since no user data will be removed if it's not part of installShield file list.
