I think the easiest way to solve this would be to simply be able to star things for the Today list, just as you can in most other apps. Then you would not need a "daily plan" or "tomorrow plan" or anything. Just star as many next actions as you like in addition to the calendar actions that get starred automatically.

I agree it is often handy to be able to arrange the lists the night before.
