You can put the tags line to the top of the task bar with the the same size as the last line with project name and date.

Or perhaps even better, just after the Context, because both tags and contexts tend to be used primarily as situational requirements (tools, locations, persons etc). (In fact I think the tags and context features should be more closely integrated, but that is another subjects.)
If you absolutely want to use two lines, as superbizzon suggests, then I would suggest that Goal and Project could go on one line (the task's purpose, where it belongs), and Context and Tags on the other line (what circumstances etc are necessary to carry it out). And as superbizzon initially suggested, there could be a user preference setting for all this. -
