I have the distinct impression that that is the intended behavior. I agree it is inconsistent for no obvious reason.
I personally would prefer the same behavior on all lists ("focuses", "boxes") - a priority based initial placement with the capability to subsequently adjust the position manually, i.e. a combination of the two current forms.
Can "someday" tasks be reordered?

I have several contexts, and for each context I have tasks that are: "today", "next", "scheduled", and "someday". It seems that I can only reorder tasks are "next", but I cannot reorder tasks that are in the other focus groups. I wanted to confirm that this is expected behavior and I wasn't missing something as I'm very new to using Doit.im.

It is the expected behavior. You could only reorder tasks in "next" group in Context viewing page now as you could reorder tasks in Next box.
