Could you please tell me what you group the tasks by? It will show the first task of the group when you select Show One.
Could you please make a screenshot of the Show all and Show One list and send us by private comments.

Hi,
When in the "Show One" view, in "No Project" it will only show one Task.
We will take your suggestion into consideration to show all tasks under no project group.

I have a different suggestion: To stop wasting development time on this lame feature, and develop a proper feature instead.
First of all, the current feature has relevance only for the project grouping mode, and even there it has the serious flaw that the number of "true" next actions (possible to do first) can be one, tw, three, four .... all.
It would be much more correct, powerful and flexible to have:
1. an inactive marker for task (just like for projects). These tasks will only show when you look at the complete project list, but will never show in the next actions list (or in the delegated/waiting list etc). You would be able to have as many active as you want.
2. you could automate this, such that when there are no more active next actions in a project, the next one in turn would automatically be made active (and the user could handpick additional tasks to make active).
