Doit has a feature called Tags that allows exactly that - except I cannot use it because the tags are invisible in the task list. I I cannot trust my tagging to be correct if I cannot easily double-check it when I look or when I review my list. There is an old suggestion, repeated by many different people, to make the Tags visible.
But I agree with you, since Tags actually are normally used for contextual factors, they should be integrated with Contexts into a more powerful combined feature.
I have once suggested that the Contexts could be a subset of the Tags - those relatively few tags that you want to use for list grouping purposes. I still think that would be a viable avenue.
Comment about "actions visible in all contexts": There are two philosophies. You could list all the possible contexts a task could be done in (e.g. to make the phone call @car, @home, @work, @golfclub etc) or just specify the REQUIRED context (e.g. @phone and @silence). I, and I think the majority, use the latter kind of thinking as it entails less data to enter. In that case you would not need a way to show "actions visible in all contexts". These actions would automatically end up at the bottom in the "None" context (unless you have deliberately collected them in an @Anywhere context etc).
I suggest you to allow actions with two or more contexts, including the posibility of actions visible in all contexts.

Currently we don't have plan for the "Multi-context", coz it goes against the GTD theory.

"... goes against the GTD theory": It is true that the GTD teachings are designed such that they will work even on regular paper. On paper you would have to choose one single context list (or agenda list) to put the task on.
There are many things that cannot be done on paper but can be done in Doit and/or other GTD apps. Example: filters, grouping/regrouping of list, automatic tickler items (Scheduled) and reminders. I am not sure it would be wise to stick with only that which can be done on paper.
Being able to declare separate contexts separately (like in Nirvana, Zendone, GTDNext etc) is a neat way of cutting down the total number of contexts and offer more flexible filtering, but in all honesty I will admit that it also entails a problem with grouping (cf Toodledo, where this is particularly obvious). In that sense a strict "paper" approach to contexts is preferable, although I think it is possible to combine the best of both.
I am glad that you are looking into possible ways of harmonizing Tags and Contexts into something even more powerful, and am curious to see what you will come up with. Never hesitate to ask if you need ideas.
