You may add new tags when you edit or add a task. But yes currently they can be deleted only under settings.
Could you please tell us whether you need to delete or change a tag often? If yes, could you please tell us the scenario in which you use tags, or give us an example, so that we may consider more on your side?

not to delete. but just to see the list of tags i have, so i don't create duplicate tags for same thing.
like grocery shopping, shopping, and so on (this is a simple example, but i guess you get the point).

Also, if the tags are on main dashboard, i can click on them and see all the tasks related to that tag much more easily.

You may see the tag list when you pick tags in task editing or task adding page. Thus, you may choose from the existing tag list.
Meanwhile, we'll consider your proposal of putting tags on a main dashboard.
