Yes, I agree.
Waiting tasks are also "next actions" but for somebody else to do. That's the only difference - whether you need to actually do the task or just keep an eye out for its progress. (It has nothing to do with "starting time".)
Example:
- order books (next)
- send books (waiting, but not yet possible because they have not received the order yet)
- read books (next, but not yet possible, because I have not received the books yet)

It will be great to be able to point waiting task to its blocker (e.g. another task).

Forgot to mention two other changes I would like to see for Waiting tasks:
- if they have a due date and get starred, they should still remain Waiting - they are still for someone else to do but I may need to consider giving them a call etc
- Waiting should be listed immediately after Next in the left menu and on lists grouped by "box". This is because they are fundamentally just as urgent and important as Next actions - just that somebody else is doing them, but they might still be completed just as soon or even sooner than if I had intended to do them myself
